Indicator and Best Place

By looking at my (in process) system you can see (highlighted in pink) is the best indicator as to where the problem starts. If the fans did not display racism in the beginning then the player wouldn't have been unhappy, the attendance wouldn't decrease, the team wouldn't be fined heavily and the team wouldn't be penalised within the league. Therefore we must start by getting the players to stop being racist.

There are several ways in which we can do this. Firstly, we can fine and penalise the two teams displaying racism in a competitive fixture. By doing this the players will start to learn the negative effects they are putting on their club. However this doesn't teach about the wrong of racism. They are not naturally respectful of other races and will continue to be racist outside the pitch. We basically have to educate the people to be respectful towards other races and beliefs. We should educate them from a young age so that they be non-racist naturally instead of having these rules and regulations. However the laws of fining and penalising clubs should still be there since you can find those stubborn people.

Who will educate them?

Well I'm not really sure. I think it should become a topic in Health class (like in I.S.K.L) or in football clubs. The FIFA should enforce and encourage clubs and schools to educate there students/players at a young age. Also companies like Nike, are starting to help players (professional ones) to raise awareness of racism.
